  • Procedure:
  • Step 1: Make an appointment for giving a Notice of Intended MarriageAnyone who intended to register his or her marriage in Hong Kong, they need to give the notice in advance to the Registrar. If you choose to give the notice to a marriage registry in person, you can make an appointment by:

    i. The online service: http://www.gov.hk/en/residents/immigration/bdmreg/marriage/bookgivingmarriage.htm

    ii. Through the 24-hour telephone booking system: 3102 3883

    Note: When should I make the appointment?

    First off, you will need to consider your planned date of marriage. If a marriage does not take place within three months after the giving of the notice, the notice and all proceedings thereupon shall be void and a fresh notice has to be given before a marriage can take place.

    Second, if you plan to have your marriage celebrated at a marriage registry on a selected date, and wish to reserve a specific marriage hall through the appointment booking system at the time when you make the appointment booking for giving notice, you should make the appointment and get a priority number within 14 days before the 3-month period from the date of marriage. (Note: the date of appointment given will not be earlier than the first working day [Monday to Saturday, except General Holidays] within the 3-month period before the date of marriage.) It is on a first-come-first-served basis so be sure to plan your wedding date as early as possible to reserve your ideal location and time. We suggest you to check the earliest date for appointment and the available capacity for marriage ceremony of various marriage registries from their online service.

    After successfully making an appointment, you will be given the date and time for giving notice, and a priority number for your choosing a time slot for marriage ceremony.

    If your intended marriage is to take place in a licensed place of worship, you should consult the officiating minister for the exact date, time and place of wedding. You will the

    Things you need are:
    i. Identification documents of both marrying parties: Hong Kong identity cards or passport of the foreign spouse
    ii. Notice of Intended Marriage form
    iii. Information Required for Marriage Registration (Form MR21B): You can either submit it through online service in advance (http://www.gov.hk/tc/apps/immdmarriageinfosubmission.htm) or hand it on the day of giving the notice.

  • Who will need to be present:
  • The wedding should also be witnessed by no less than 2 people who aged 18 or above.

  • Fees involved:
  • 1. The prescribed fee for giving and exhibition of the Notice of Intended Marriage: HK$305
    2. If you want to get married at the office of the Registrar:
    (a) during normal office hours $ 715
    (b) outside normal office hours (Saturday afternoon [not being a public holiday] or Sunday) $ 1, 935

  • Other important requirements you should take note of:
  • 1. AgeUnder the Laws of Hong Kong, the minimum age for getting married is 16. If, on the date of intended marriage, either party is under the age of 21 but of or above the age of 16 and not a widower or a widow, the consent in writing of the relevant person or persons specified in the Third Schedule to the Marriage Ordinance must be produced to the Registrar of Marriages upon giving of notice. The form for giving such consent (Form MR4) can be downloaded from Immigration Department website or obtained from a marriage registry (other than the City Hall Marriage Registry and the Cotton Tree Drive Marriage Registry) or through a civil celebrant of marriages. If the person making the consent is not in Hong Kong, the completed Form MR4 should be authenticated by a Notary Public.

    If the written consent is given by the natural parent of the party, the party should provide the following documents upon giving of the notice:

    i. The original or certified copy of the birth certificate of the party who is requiring the consent;

    ii. The original or certified copy of the marriage certificate of the parents and parent's statutory declaration in writing to declare that the custodial right of the party has never been deprived by Order of any Court if a valid marriage subsists between the parents;

    iii. The original or certified copy of the Order of custodial right from court if the parents are divorced or separated by Order of any Court;

    iv. Mother’s statutory declaration in writing to declare that the custodial right of the party has never been deprived by Order of any Court if the party is an illegitimate person.

    Statutory declaration should be made and sworn or affirmed before a Registrar or a civil celebrant of marriages. If the person making the declaration is not in Hong Kong, the statutory declaration form should be authenticated by a Notary Public. If the required supporting documents are not written in English or Chinese, certified translations of such are required.2. C

  • If both bride and groom live outside of Hong Kong but want to register their marriage here:
  • Step 1: Get the Notice of Intended Marriage form and information sheet "Information Required for Registration of Marriage"

    You should write direct to the Marriage Registration and Records Office at the address below for a copy of Notice of Intended Marriage form and information sheet "Information Required for Registration of Marriage" for completion. You can either:

    i. Send an email to the Immigration Department at the enquiry@immd.gov.hk

    ii. Or by post to: The Marriage Registration and Records Office, 3/F, Low Block, Queensway Government Offices, 66 Queensway, Hong Kong



    Step 2: Authenticate your notice

    The completed notice form with your signature should be authenticated by a Notary Public of the country where you live. If you are living in different territories or countries, the form is only required to be authenticated by a Notary Public of the country where one of you lives (i.e. the one who gives the notice).



    Step 3: Submit the documents

    You need to send the following documents through registered airmail or submit through your contact person in Hong Kong or a civil celebrant of marriages to the Marriage Registration and Records Office:

    i. The authenticated notice

    ii. The completed information sheet together with the photocopies of the supporting documents.

    Note: If you intend to celebrate your marriage at the marriage registry, you may indicate your preference about the date of marriage and registry on the information sheet. To facilitate the alternative arrangement, you may provide several preferences of marriage appointment and your email address for easy communication.

    If your marriage is to take place in a licensed place of worship or to be celebrated by a civil celebrant of marriages, you should consult the officiating minister or civil celebrant of marriages for the exact date, time and place of wedding. Please also ensure that a Certificate of Registrar of Marriages has been issued before the ceremony takes place.

  • Requirements for second marriages:
  • The party should submit a proof of the dissolution of the former marriage by decree. Before the marriage takes place, a sealed certified copy of the court's final decree must be produced to the Registrar.

    If the divorce takes place outside Hong Kong, proof of domicile in the country where the divorce takes place is required. Otherwise, a declaration signed by the divorced person declaring his nationality and residence on the date of institution and approval of the divorce should be provided. The statutory declaration should be made and sworn or affirmed before a Registrar or a civil celebrant of marriages.
